Background and Scope of Consultancy 

With financial support from DKH, a two-year initiative titled "Strengthening the livelihood and resilience of vulnerable agriculture communities in rural Sindh" has been launched for the rain-fed parts of Umerkot devastated by the drought in an effort to improve the lives of those affected by the drought. One of the primary goals of the project is to increase community capacities for disaster risk reduction and resilience-building through disaster risk management. Along with offering multipurpose cash assistance, the project aims to improve the community's food security and livelihood resilience by pushing families' limits in areas such as kitchen gardening, arboriculture, post-harvest management, value adaptation, livestock management trainings and vaccinations (LMTV), Climate Smart Agriculture (CSA), and kitchen gardening. 

In order to enhance the community's capabilities, eight project staff members who operate in Umeko and Tharakar will be taught by a consultant in training on community DRR. The staff will then replicate their newly acquired knowledge with community DRR.  

The assessment of staff capacity shortages and building it, the creation of tools for DRR-specific assessments, the creation of DRR plans, and disaster preparedness will all be aided by this consulting support. 

Purpose: 

The assignment's goal is to serve as a resource person or lead facilitator for DRR training of trainers (Tot) with field personnel who would subsequently train the community. 

Objective:   

 After completing the program, the staff will be well-versed in community-based disaster risk management (CBDRM) and disaster risk reduction (DRR), and they will be able to share their expertise with the community with effectiveness. 

The consultant is expected to: 

Call a planning meeting with the CWSA project teams to determine the training needs and obstacles the team faces in creating and executing sessions that match project specifications.  

Based on the needs identified, create and distribute the training materials, handouts, presentations, and session plan/agenda for ToT. 

Ensure that field staff members have a comprehensive understanding of essential concepts, techniques, and real-world applications by holding a three-day training on disaster recovery.  

Create and provide training materials that are organized and specifically suited to the needs of the personnel and the communities they will be serving. These resources should include presentations, handouts, and case studies.  

Involve participants with hands-on exercises, group discussions, and interactive activities that support learning and promote involvement. 

Create and produce a project staff training handbook for future use.  

Provide a thorough training report and distribute it no later than two weeks following the conclusion of the ToT.  

Maintain a learning and highly professional training atmosphere. 

Adhere to and honour the codes of conduct.

Consultancy Duration and time frame: 

The duration of consultancy will be 20 working days. 

Criteria for Evaluation and Basis of Award 

The consultant will provide a technical and financial proposal in the manner specified on the agreed upon timeline. The consultant will select and invite the top ranking technical proposal to negotiate a contract.
