Context  

Right now, Pathfinder International is looking for a company to provide the following goods.

Quote Guidelines and Instructions 

Please use the Bid Submission Form in Annex B to submit all quotes using business letterhead. Quotes have to include a photo of the required item and be valid for at least [30] days. 

Any changes made to the requirements should be explicitly stated on the quote. 

Furthermore, the following details need to be on the cover page: 

Name, phone, address, and email of the business 

Details about how to reach them.

Selection Criteria 

PASS/FAIL: The bidder's offer must remain active for 30 days.  

II. PASS/FAIL: Offeror needs to be an active taxpayer with a valid NTN.  

III. PASS/FAIL: The organisation needs to have finished at least two missions of the same kind. (A PO, work order, or agreement must be attached as proof.)  

Offerors that pass or fail will be assessed based on the following standards.  

Quotes sent in by the deadline will be reviewed and assessed by Pathfinder in accordance with the following

Supplier with technically compliant offer and lowest CIP cost will receive [80] points. All other bidders' scores will be reduced by 1% for each 1% increase in price above the lowest total price.  

The requested item must be ready for shipment within one week of contract issuance. No credit will be issued for earlier availability dates. All bidders who submit a quote within the allowed range will receive [20] points. All other bidders' scores will decline by 1%.  

Preference will be given to suppliers that can quote all goods, however multiple or no awards may be awarded. 

Payment Terms:  

Payment will be made net 30 of the commercial invoice and the receipt of a Goods Receipt Note from the end user.  

GST Compliance  

The project is qualified for a sales tax exemption. The GST amount will be withheld, and an exemption notice will be sent within 90 days of receipt of the invoice. If the exemption letter is not received within this timeframe, the withheld GST amount will be paid at the end of the 90-day USAID compliance timeline. 

Physical Example: -  

Sequential evaluation of physical samples will commence with the lowest-priced bidder. There won't be a need to move on to the next bidder if the sample from the first bidder is accepted as satisfactory. However, if the sample from the first bidder does not match the specified standards, the sample from the second lowest-cost bidder will be assessed. If the second bidder's sample is not successful, this process will proceed for the third lowest-cost bidder in the same way.

Words  

Pathfinder is not required to award a subcontract as a consequence of this solicitation and retains the right to discontinue it at any time. 

Any costs associated with the preparation, delivery, or materials for any proposal will not be reimbursed by Pathfinder. 

The terms and conditions in Annex A apply to the resulting Purchase Order.
