About the Assignment
1. Background
Pakistan has seen some of the worst floods in its history in 2022, making it one of the nations most susceptible to the negative effects of climate change. About 33 million people were impacted by this tragedy, which also caused over 2.1 million homes to be destroyed or damaged and nearly 8 million people to be displaced. Estimated to have cost $15.2 billion, the floods had a devastating effect on agriculture, affecting 15% of the rice harvest and 40% of the cotton crop.
Sadly, the government has never given adequate funding for mitigating climate change priority. Funding for climate change is frequently dispersed throughout several budgets, including the energy and environmental budgets.
The objective of this study is to examine the patterns of climate budgeting in Pakistan and underscore the significance of mitigating and adapting to climate change for the welfare of the populace and the country.
Purpose and Scope of the Assignment:
This briefing paper's main goal is to assess Pakistan's recent fiscal year trends in climate budget allocation. The following are some of the specific goals: evaluating the allocation patterns of the climate budgets for the years 2022–2023, 2023–2024, and the proposed budget for 2024–2025; identifying important areas of focus and priorities reflected in the budget allocations; assessing the implications of budgetary trends on the government and populace of Pakistan with regard to climate change mitigation and adaptation strategies; and analysing the alignment of budget allocations with the overall situation and adverse effects of climate change on Pakistan.
Conduct an assessment of the government's allotment for climate change in the fiscal years 2022–2023; 2023–2024; and 2024–2025.
Evaluate the effectiveness of budget allocations in addressing the issue of climate change by analysing trends in spending for services related to climate-related plans, programs, and initiatives during the given period.
Determine whether there are any differences between the budgets allotted and the real needs of Pakistan's climate change mitigation policies and pledges.
Create a briefing paper outlining the budget analysis's conclusions, supported by data and suggestions for future spending decisions.
Make sure the briefing document is written objectively, precisely, and with strong evidence and citations.
To illustrate annual trends in budgetary allotments, use visual representations.
Create ten or more succinct messages in both Urdu and English that can be posted on social media to promote causes.
2. Deliverables and Payments:
Initial draft of the briefing paper, which is followed by the final version following the management's comments and suggestions. For advocacy purposes, the expert will create ten or more brief statements in both English and Urdu that can be posted on social media. The consultant will receive payment in full after the briefing paper is completed.
3. Minimum requirements for qualification and specifications include a master's degree in a related field and over nine to ten years of expertise in budget analysis or climate change.
It will be advantageous to have a solid grasp of Pakistani situational analysis, mitigation, and adaption strategies for climate change.
